Brownfields Redevelopment

Brownfields properties are parcels of land that were once used for industrial or commercial purposes, and are suspected of containing potentially hazardous contamination as a result of past operations. EPA’s Brownfields Program was designed to empower various stakeholders to come together and work towards the common goal of redeveloping and reusing Brownfields properties. The Brownfields Program provides incentives and funding for stakeholders to be utilized in the assessment, clean up and redevelopment of these lands. In addition, the Program provides guidance and tools to ensure compliance with local, state and federal environmental regulations.

Eurofins Environment Testing Brownfield Project Experience

Through our many years of experience working with Brownfields site stakeholders, Eurofins Environment Testing has developed many solutions for our customers including:

Eurofins Environment Testing has provided ongoing support for the State of Hawaii Brownfields program, funded by Federal grants. Supporting brownfield redevelopment efforts at a former MSW Incinerator facility, Eurofins Environment Testing performed analyses for heavy metals for a variety of investigation and cleanup actions over the past five years, and most recently has implemented multi-incremental sample processing procedures for large (2 Kg) sample composites coupled with up-scaled (10 g) metals digestion procedures. Eurofins Environment Testing has provided Level IV data packages for third party validation for all sites supported under this program.

Eurofins Environment Testing provides analytical support to an Eastern U.S. Environmental Consulting firm at six discrete project locations in support of Brownfields site assessments and redevelopment activities. Project analytical requirements include Volatile Organic Compounds (VOC), Semi-Volatile Organic Compounds (SVOC), Pesticides, Polychlorinated Biphenyls (PCBs), Polyaromatic Hydrocarbons (PAHs), Herbicides, Total & Dissolved Metals, and inorganic parameters. Four of the six sites were funded by EPA Brownsfields Pilot Project money, requiring full CLP analytical protocols and data packages prepared for third party validation.

Complexity of Decommissioning Efforts

The decommissioning of physical assets can be a complex process from an environmental prospective. Throughout the process, both anticipated and unanticipated constituents of concern may be identified in the building material that must be handled with appropriate levels of caution and care. It can often prove challenging to collect representative samples from bulky debris, and failure to do so can result in reduced quality and biased data. Eurofins Environment Testing has extensive experience with appropriate and effective sub-sampling techniques for a wide range of challenging matrices, reducing your risk of inaccurate data and unnecessary future sampling events.

In addition to standard waste characterization testing at decommissioning sites, regulators often require specialized analyses for asbestos, lead based paint, caulking and air monitoring. Partnering with a laboratory that can provide the expertise and analytical capabilities to provide all of these services will reduce your time spent coordinating vendors, as well as lessen your financial burden and risk.

Eurofins Environment Testing’s Capabilities in Support of Decommissioning Projects

Eurofins Environment Testing is uniquely positioned to provide comprehensive laboratory support from our network of 24 laboratories, in conjunction with nearly 40 local service centers providing logistical support throughout the United States. Our analytical methods utilize US EPA’s SW-846 guidance, ensuring reliable and reproducible results that are compliant with regulatory guidelines.

Our network supports the analysis of many common constituents of potential concern (COPCs) which can include volatiles, semi-volatiles including PAHs, pesticides, PCB Aroclors, metals, and petroleum products using GRO, DRO & ORO and other analytical methods. In addition to these standard methods, Eurofins Environment Testing offers ambient air testing for volatiles, PAHs, metals, PCB aroclors and other common constituents, as well as asbestos and microbial testing through our sister-company, EMLab P&K. We also offer a full suite of waste characterization parameters in support of material disposal at TSCA, RCRA Subtitle C and D facilities.
